Palm Coast-Flagler Regional Chamber of Commerce Treasurer/Board Member Chelsea Barney Herbert (4Cs Trucking & Excavation) was honored today as 2023’s Most Charitable Woman of the Year by the Daytona Beach News-Journal’s Women in Business Awards.
